The Soils Testing Plan was developed to satisfy Condition 7(10) and Condition 13(4) of the Environmental Compliance Approval (ECA), as well as applicable regulatory criteria. This testing plan was also developed based on Durham Regional Council's mandate to provide soil monitoring in the area of the DYEC.
The purpose of the soil testing plan is to:
- Quantify background contaminant concentrations in the area.
- Monitor emission dispersion of EFW-related soil contaminants in nearby residential areas.
- Ensure ongoing environmental management of the site.
- Quantify any measurable concentrations resulting from emissions from the DYEC, including validating the predicted concentrations from the Human Health and Ecological Risk Assessment (HHERA), conducted during the 2009 Residual Waste Environmental Assessment (EA) Study, for predicted soil contaminant loading over the life of the facility.
Soil sampling and ambient air monitoring occur at the same locations as required by Condition 13(4)(a) of the ECA. Monitoring locations include:

- An upwind site at the Courtice Water Pollution Control Plant, approximately 1 kilometre from the EFW site.
- A downwind site near Baseline Road and Rundle Road in Clarington, approximately 2.5 kilometres from the EFW site.
- A third station is located inside the property line of the DYEC.
Soil sampling is to occur once prior to the commencement of operations, once during each of the first three years of operation, and every three years thereafter until notification is received from the Ministry of Environment and Climate Change (MOECC) Regional Director advising that soil monitoring is no longer required. Within one month of completion of each soil testing event, including sampling and laboratory analysis, a soil testing report is submitted to the MOECC District Manager.
